ESA letters may be written by any licenced mental health practitioner (LMPH) who specifies that the pet is a part of the therapy. The full list of who can write ESA letters includes: Physician who specialises in primary care or a Mental Health Professional with a License (including psychologist, therapist, or psychiatrist).
There are no restrictions on the number of ESA one can keep as long as the animal(s) is not breaking any state or local laws and your therapists can vouch for your mental condition.
